Bethel Foundation was founded by Jennifer Yah Legay with a vision to support underserved communities in Liberia through accessible primary care, education, outreach, and spiritual encouragement. Jennifer Yah Legay, MSN, APRN, FNP-C
Founder & Executive Director
Jennifer Yah Legay is the Founder and Executive Director of Bethel Foundation, a board-certified Family Nurse Practitioner, author, and community advocate committed to advancing health, education, faith, and community empowerment in Liberia. Jennifer has served in numerous leadership roles within the African Methodist Episcopal (AME) Church in Liberia. She served as Director of the Young People’s Division (YPD) for four years, President of the Women’s Missionary Society (WMS) at Greene Memorial AME Church in Barnesville, Liberia, for eight years, and a member of the Board of Directors for the 14th Episcopal District of the AME Church. Guided by her strong faith and belief in the power of prayer, she founded the Prayer Warrior Team at Greene Memorial AME Church to foster spiritual growth, encouragement, and community support. Her passion for community development led her to name her community Bethel Hill Community in Barnesville, Liberia, and establish the Bethel Hill Community Organization, where she served as Founding President from 2001 until relocating to the United States in 2004. Through her leadership, collaboration, and advocacy, the community experienced significant growth and development. She actively participated in seminars, workshops, and community development trainings sponsored by organizations such as the United States Agency for International Development (USAID) and the United Nations Development Program (UNDP), helping secure resources and opportunities that benefited the community. Today, Bethel Hill Community is recognized as one of the most developed and respected communities within the Township of Barnesville. Professionally, Jennifer is dedicated to improving health outcomes and expanding access to quality healthcare. She earned her Bachelor of Science in Nursing from East Tennessee State University in 2011 and her Master of Science in Nursing with a concentration in Family Medicine from East Tennessee State University in 2016. Jennifer's commitment to excellence in healthcare has been recognized through several professional achievements. She was honored as a DAISY Award Recipient at Palmetto Health Baptist Hospital, served on the Best Practice Committee for the Palmetto Health System, and mentored future nurses as a Clinical Preceptor for University of South Carolina nursing capstone students. In addition to her leadership and healthcare work, Jennifer is the author of Unmasking: A Journey Through Fear to Embrace Reality, reflecting her passion for personal growth, resilience, and empowering others to navigate life's challenges with courage and purpose. As Executive Director of Bethel Foundation, Jennifer brings together compassionate leadership, healthcare expertise, faith-centered service, and a deep commitment to empowering underserved communities through primary care initiatives, health education, outreach programs, and holistic support. Her vision is to inspire hope, promote wellness, and create lasting positive change for individuals, families, and communities in Liberia and beyond.
Meet Our Board

Dr. Emmanuel Clarke, PhD
Board Member
Dr. Emmanuel Clarke, widely known as Professor Clarke, is an educator, author, entrepreneur, and technology leader based in Winston-Salem, North Carolina. He serves as Chairman of Clarke Publishing Group and has more than two decades of experience in computer science, education, and entrepreneurship. He holds degrees in Computer Programming, Computer Engineering, Computer Science, and Management Information Systems, as well as a PhD in Computer Science from the New Jersey Institute of Technology (NJIT), with specialization in Human-Centered Computing. Professor Clarke has taught at several institutions in the United States and Liberia and currently teaches at Forsyth Technical Community College. He is the author of numerous educational and technology publications widely used in Liberian schools and colleges. His work in technology education and community service includes leading the development of Liberia’s first K-12 Technology Curriculum, provided pro bono to support computer literacy advancement. He also actively mentors and trains individuals in cybersecurity, entrepreneurship, and digital literacy.

Bervelyn N. Parker, CPA, CMA, MSF, CHFP
Treasurer
Bervelyn Parker brings more than 15 years of accounting and finance experience to her role as Treasurer. She currently serves as Associate Director – Controller, Pension and Benefit Investments, U.S. Benefit Plans at Eli Lilly and Company, where she oversees financial controllership for the company’s pension fund and benefit plan investments. Her career spans financial planning and analysis, controllership, internal audit, and financial reporting across the healthcare, pharmaceutical, insurance, and manufacturing sectors, including prior roles at Ascension Health, Dormakaba, Ingram Micro, and CNO Financial Group. Bervelyn is a Certified Healthcare Financial Professional (CHFP), Certified Public Accountant (CPA), and Certified Management Accountant (CMA). She holds a Master of Science in Finance from the University of Michigan–Dearborn and a dual bachelor’s degree in accounting and finance from Indiana University’s Kelley School of Business. In her role as Treasurer, Bervelyn is committed to safeguarding the organization’s financial integrity, ensuring transparent reporting, and supporting the long-term sustainability of its mission.
